Format a structured EZGA setup-conversion report.

Parameters:

• report (dict) – Structured report returned by the corresponding analyzer check or summary function.

• text_output (bool, optional) – Use a human-readable report when true, or JSON when false. Default: True.

Returns:

str – Formatted report text; this function does not print it.
