Return observed search execution cost, separately for each invocation.

Returns:

dict – Audit availability and invalidity reason, per-invocation and GPU-layout counts and timings, and checkpoint evidence of possibly unobserved work.

Notes

Recovery preserves this audit even when it discards scientific history. Uncollected or unflushed work is unknown; worker times overlap and must not be interpreted as elapsed time. Optimize-only is outside this audit.
