Report committed rows beyond the latest complete checkpoint.

Returns:

dict – Structured diagnostic report derived from the persisted records. Missing evidence is reported rather than treated as completed work.

Notes

HDF5 stores committed rows and workflow checkpoints, not the transient node-local result-buffer side. These deltas are therefore an inferred view of partial or carried-late rows that a loadrun may need to retain or ignore according to the checkpoint phase.
